Something funny going on there, for sure.
The K2 is a 'peak reading' meter at all times, so it's equally accurate in
both CW and SSB modes.
By the same token, your external meter ought to be reading low on the
Pegasus if it's low on the K2! So that suggests the power output is really
low on the K2 in spite of what its meter says.
Are you using exactly the same set of adapters, cables, dummy load, etc, to
connect that external meter to both rigs?

I can not vouch for the accuracy of the external PEP meter, but it seems to
me that if I can speak into the mic. and get 10 to 15 watts with the K2
(with SSBA set to 3) and then switch to the Pegasus and get 70 to 100 watts
on the same meter and good audio reports, the K2 is not doing a good job
producing power.
That said, I am not a technician and really am pretty clueless sometimes. I
just know that on TX the Peg is out talking the K2 and that should not be.
