Yes, you should fix this before continuing.

I assume that there are no other anomalies re the way the menu works or 
resistance measurements -- right?  You do get a sidetone and such,

 Your specific symptoms don't tell me much, alas.

My suggestion is to very carefully inspect the PCB for solder bridges, 
unsoldered pins (not uncommon and hard to find), cold solder joints and 
the like.  Pay particular attention to toroids and their solder 
connection to the PCB.

Then double check that all components are installed where they should be.

Also -- note the troubleshooting info in the back of the manual.

Finally (and I doubt this to be your problem now) 108 dB/mW ear buds do 
make a big different if you are using something less efficient.  That 
took me from reporting low audio to being very happy with the audio.
