Hi Dave,
The phase noise from the PLL is a contributing factor in the BDR, but in the
case of the Orion and the K2 it is not the limiting factor. In those cases
other amplifiers in the RX chain are probably limiting out before the phase
noise comes into play.
Also, the ARRL tests phase noise in -transmit-, so additional noise sources
may be coming into play that are not present during receive.
