[Elecraft] Wiring Question: KAT2 AutoTuner

Fellow K2'ers:

This question is about transformer T1.  The instructions (page 5) state
that, after tinning the four leads, a continuity check needs to verify
that the red and green wires are not shorted.  This test was
successful.  However, after soldering the leads into the appropriate PCB
holes, I rechecked for continuity.  I now have continuity between any
two leads.  It does not appear that any of the strippped portions of the
red and green wires are either touching each other, or the core.

Is this normal or do I  have a yet-to-be discovered short?
