Voltage should be 6.9 give or take .69, so up to 7.59 is OK.  Since this =

is a Gilbert Cell mixer, swithcing pin 2 to DC to swamp the IF signal =
into
pin 1 of the mixer might not change the DC output by much.  The AC =
signal
on pin 4 is what is important, but this might be hard to measure.  I =
think
the AC gain through U2B is about 20, so perhaps look for AC at U2B pin =
7.
This should be noise, centered about 150 kHz.  It should have no AC when
the AGC is off.  If there is a whole lot of 5.068 MHz there, then the
NE602 is toast. =20
