The first thing I suggest is to use CW mode or use "TUNE" to get a
continuous carrier. The tune button will reduce power to below 3 watts
automatically. I believe that this works even without the automatic tuner
installed, you just won't get and SWR reading or tuning by the Elecraft rig.
Next issue is that you do not mention which model tuner that you are using.
When I got the one I have from MFJ I ignored what the manual said about
default power setting and checked the internal jumper any way. I found it
set for QRP rather than QRO. This would have caused me to pin things by
setting the power selector for the SWR meter incorrectly.
The last thing I believe that you have already checked but I will mention
for completeness. Make sure that you have the tuner wired with the rig and
antenna connected to the correct connectors. For the tuner this will not
matter much but the SWR unit will be on the wrong side of the tuner circuit
if you have things wired backwards.
You might also try another inductor setting from what the manufacturer
suggested. They can only guess what will likely be best and your situation
may be different.
