Found it, thanks to you. It was the toriod lead away from Q1. I must have
pushed the leads in too far before soldering. Anyway, the lead protruded
far enough on the other side to meet continuity testing.  The solder patch
on the bottom didn't show continuity when tested, just the lead.The solder
didn't extend far enough to reach the stripped wire. 

I resoldered the lead from the bottom and extended the solder button
upward. The solder now showed continuity. Voltage on U8 pin 8 was now -9.6
V and the short wave radio whined at 16.290 MHz. The oscillator ran just fine.

I went through all hardware and software tests with no further problems.
The radio is reassembled (a tight!! fit for the KIO board with KAT2 and
internal battery). It now runs on my logging program under Kenwood settings.

Thanks, again, very much for the quick response. K2 #606 now is computer
controlled.
