The Caddock ceramic power resistors in TO 220 type packages have been
suggested before for low inductance dummy load use.
One would have to maintain low inductance and capacitance mountings to
provide good RF impedance characteristics while still dissipating the heat
produced in their use. At QRP power this should not be a problem.
With careful layout, I think one could use such resistors in networks to get
50 ohms at QRO ratings.

Certainly, get a sample and check the inductance 3 to 30 MHz. Likely the
resistive pattern is a serpentine pattern upon the ceramic. Not sure if
carbon tracks like that would be inductive, but certainly conventional L
measurements should help answer that.
