And he's exactly correct! At least for non-polarized components.

It's an aesthetic thing mostly, but it is generally accepted assembly 
practice to install all components so they face a certain direction based 
upon whether they install horizontally or vertically with respect to one 
side of the PC board. This way, when you're servicing the PC board, you can 
turn it one direciton and see all of the component values.
