English is pretty much accepted by most CW DX operators, at least for short
QSOs and contest exchanges. Once in a while, a foreign op who is fluent in
English (and there are a lot of them) will be willing to ragchew. That type
of CW QSOs is quite enjoyable. Accents don't enter into it. Do the other
guy a favor and try to send precise code, because that helps as much as
anything else. There used to be a booklet with commonly used ham phrases and
exchanges in various languages. Maybe somebody else on the list remembers
the title and how to obtain it. Just get on the air, know your Q signals and
prosigns, and you should not have any problem.
