Jerry, this is almost a solder bridge between two pads (or short between two
traces) on the Front Panel board, most likely involving pin 14 of U3. Another
possibility is a short between pin 2, 3, or 4 of the the shaft encoder (Z1) and
one of the switches or another pin of U3 or even of U2.
You might start with the voltage charts for the Front Panel board and see if
anything obvious is changing when you move the encoder. Also do a careful visual inspection.
This could also be a short on the Control board, but the DC voltages on the
Front Panel are easier to check, so start there.
