It seems like you are talking about the Tandem Match - designed by John
Grebenkemper KI6WX (who
frequents this reflector).  Circuit boards are available from FAR Circuits
and the design has been featured in the ARRL handbook and the Antenna Book
for several years.  You may want to check it out.
