This sounds about right to me. While the battery has 13.8 volts applied to it during the float charge, it will begin to drop back towards 12 volts very soon after removing the charging voltage. As soon as you turn the receiver on, it will begin to drop even faster. It should level out around 12 volts and stay there for a relatively long time and then begin to drop again as its full capacity is used. It should not be permitted to discharge below about 10.5 volts.
