The manual for my KBT2 reads

"for charging purposes, the power supply must be set for 14.0 V +/- 0.2 =
V as
measured at the transceivers DC input jack (13.7 +/- 0.2 V as indicated =
by
the K2's internal voltmeter, which includes the drop across D10). ... "

IF, when, you press "DISPLAY"  you read 13.8, then that is within 13.7 =
+/-
2V.

If, you are measuring it in some other fashion, then press "DISPLAY" and =
see
what you get.  =20

As I read the manual, I get the impression that to get 13.7 ON THE =
BATTERY,
you need about 14.0 AT THE POWER SUPPLY.
