[Elecraft] K2: end transmit limits

Thanks Don,

I was looking this feature to disable out of amateur radio bands transmit.
In my country it is not allowed any transceiver that not fit the local
telecom regulations -if you want to legalize your equipment-
However, it should be nice to include the end transmit limits in some future
firmware revision.
