[Elecraft] Base 64 Encoding (Was: K2#2735)

Whether the base 64 comes out clean depends on the mail reader and sometimes the mail reader settings. SOME folks will be able to read it. Others not.

Plain text is the mode required for trouble-free operation on newsgroups and reflectors.
