What you guys are suggesting is exactly what they do on HFPACK.  This is
a group of us who like to take their rigs out into the field and make
contacts.  Pedestrian mobile, bicycle mobile, canoe mobile, you never
really know who will show up.  It is great fun.  There are a set of
frequencies along with a set of times when to find people on those
frequencies.  The most common one is 18,157.5 in the afternoons.  You
can just about always find other HFPACKers on that freq anytime the band
is open. It is not a net, just a "watering hole".  Nothing formal.  We
just pause and ask if anyone else is on frequency and let them call.  If
a PM or BM station comes back, we turn it over to them to let them call
CQ HFPACK to see if they can make some contacts.  A very informal and
friendly bunch.  If the freq isn't busy, we encourage folks to just get
on and call "CQ HFPACK".  We also have an email reflector that called
HFNOW, where those heading to the field can post their intentions.  It
is also an international group as well.

My point is not to suggest using HFPACK for the Elecraft net.  It is to
just point out that what you folks are suggesting does work quite well
in practice.

Sounds good to me. Also, what about using some kind of internet-based
scheme to let others know who might be on the net and wherabouts they
might be lurking? There are probably existing systems around that can do
this. If not, then it isn't rocket science. If we need somewhere to host
this I might be able to help.
