It SHOULD adjust, Mike, but it doesn't adjust a LOT. 

I set mine by zero beating it with WWV being received at 20 MHz. So I
was listening to the 5th harmonic of the 4 MHz oscillator and it didn't
exactly jump all over the place with I turned the cap. The rate of
frequency change was slow enough that it was very easy to zero beat the
oscillator that way. And being the 5th harmonic means that I was hearing
5 times the actual frequency change produced by turning the capacitor. 

Is it possible that you have a cap that isn't "seated" like has been
found in the bandpass filters a lot? They don't make "contact" until
they have been twirled around a number of times. After than they are
just fine.

I'm trying to adjust the 4 MHz oscillator by adjusting C22 while
listening to the signal on an external receiver.  Adjusting C22 yields
no movement in the signal in any direction.  Has anyone experienced this
behavior?
