[Elecraft] No RIT on K1

Good Evening,

I just completed my K1 and all tests and alignments went as 
prescribed.

However, I noticed tonight that the RIT only tunes about 200 Hz or 
so!

I've checked all the component placements and even replaced D4 on the 
RF Board.  No success yet.

R3 on the Front Panel seems to have incorrect voltages -- all 
voltages are about the same on each of the three legs (about 2.9 
volts).  Tuning the pot varies the voltage only to about 3.0 volts; 
thus, the minimal RIT.  

My ohm meter indicates 0 ohms between pins 1 & 3 and also between 
pins 1 & 2 and 2 & 3.  Bad pot?

Any suggestions would be appreciated.
