I think the burst of noise is normal -- due to a firmware change to
reduce wear on the relays by delaying the bandswitch (e.g., if you go up
or down by more than one band). I noticed this at first when I upgraded
from 1.X to 2.X firmware or at some such time.

This is frustrating to me because 20M is my favorite band and I have not been able to use the radio on 20M at all. I have also thought that perhaps the radio needs to be reset because the relay control might be confused somehow but I have not done that yet. You should be able to test the relays by swsitching to 20, leaving it
there for a short time and then turning off the radio. The relays
should be latched in the 20 meter state and an ohmmeter can be used to
see if they are OK.
I'm wondering if this is a toroid problem: Are all inductors used for 20
m wound on the correct type of core? If all solder connections for the
toroids have been checked, this is worth a shot -- though a long one, I
admit.
