David,

Also see if it has a selenium or tube rectifier for the power supply -
these can give trouble too when they age, especially the selenium rectifier
(it will probably look like a couple of small plates about the size of a
postage stamp pressed together with the mounting screw passing through the
middle and two connection lugs, one on the top and one on the bottom). you
can replace the selenium rect with a regular diode of the appropriate
voltage and current rating. For that matter, you can replace a tube with
diodes too.

David,
I would recommend doing some work on your Simpson if you like it. Since it
is a VTVM, you may need to get a new tube for it. And, I would recommend
replacing the electrolytics in it as well. There may be other
non-electrotics in it as well that may have changed in value as well. But
with some normal maintenance on the parts, you should be able to have it be
claibrated and be as good or better than new!
since you already have a DMM handy, I think you will enjoy your VTVM after
a bit of TLC. (Besides, it gives you something to tinker with after the
Elecraft stuff is all built!!)

but my real problem is I have a simpson electric company analog volt ohm
meter, when I hook it up it reads low on dc voltage

the analog meter says it is a vacuum tube volt meter and is a simpson 312.
