[Elecraft] 20/15 Filter Board Question

I am attempting to tune up my 20/15 meter filter board and am having a "type
86" (low-power problem) with 15 meters. I have a 40/30 meter filter board as
well and I have used that to make comparisons. Here are the data points I
have gathered:
(1) The 40 meter power output is about 4.0 watts out on (out=5.0 watts).
(2) The 30 meter power output is about 4.0 watts out on (out=5.0 watts).
(3) The 20 meter power output is about 2.3 watts out on (out=5.0 watts).
(4) The 15 meter power output is about 0.4 watts out on (out=5.0 watts).
(5) Checked the components on the 20/15 board and they are correct.
(6) Re-checked *all* solder joints on the filter board and they *appear* to
be good.
(7) Re-checked T3 and T4 and they *appear* to be good.
My procedure for swapping filter boards is as follows:
(1) Plug in the new board.
(2) Go to MENU and B1
(3) Select 20.
(4) Go to B2.
(5) Select 21.
I did the xmit trace procedure but perfunctorily since, at the time, both
the 20 and 15 meter bands were out of tune. I subsequently woke up 20
meters, got the results described on 15, and wrote this e-mail. I am now
tracing the transmit points as you read this.
Based on the above, any recommendations are appreciated. Additionally, is
the fact that I am getting 4.0 watts out when I have a setting of 5.0 watts
for 40/30 an indication that I have miswound T3 and/or T4?
