[Elecraft] Customs, taxes, handling fee to Germany

Hello everyone,

got a small question here.
When I ordered my K2 two years ago, it arrived here in Germany, and the
postman came to deliver the parcel, he immediately collected the money for
theeuropean value added tax (16%). Fine so far.

Now in July, I got me the KPA100 kit. When it arrived, we were told that
the procedure had changed a bit and that we'd get a bill from customs later.

Now today I finally got that bill.

Not only do they charge the VAT, they charge an aditional 2.4% of customs, 
and a whopping EUR 20,- "Service charge" for "filing the paperwork with
customs".

I thus would like to know from other fellow Europeans what their experiences
are, and in particular what change was made so that I now have to pay this
"Service Charge" to the carrier. Also I thought the K2 with its options were
exempt from Import Customs ?
