No, it is normal.

Follow the directions on page 19 of your KSB2 manual.

The carrier balance adjustment is a compromise for carrier suppression
between LSB and USB. It only works at IF.

Your external receiver is coupled MUCH closer to your transmitter than any
receiver will be in the field, don't get too worried about it.
