[Elecraft] need help on ssb module k2

I have just installed the ssb module in k2 #2864 and find that the rig
refuses to recognize the module as being connected. I have checked out
all circuit wiring and eliminated the obvious such as IC's backwards,
diodes etc. I find measuring voltages on U1 that they appear pretty much
normal except for pin 14 which should be 6.0 v is a big fat zero. Do I
have a mentally handicapped  MCU here? any suggestions would be
appreciated.
