Nooooo. I can't divide tonight. I gave you figures for 1/2 the sizes you
are using: 1/8 and 1/16 wave, respectively, by mistake. 

The ol' brain is obviously not in gear here...  A quarter wave will be
somewhere  in the range of 30 or so ohms "radiation resistance". The
value you see will include the ground resistance added to that, of
course.

Hmm, you are saying that when you bend over a 1/4 w monopole (which has
a rr of about 30 ohms) about two thirds of the way to the top the rr
drops to 7 ohms? 
This is the 80 meter case where 1/4 w is 66 feet, and the wire is
vertical for about 40 feet.
