Am having difficulty getting the transmitter to work following assembly.

Am at page 72 of manual. When I activate "Tune" I get a "HI CURRENT"
display.
During assembly I overlooked installing ferrite bead assembly Z1
initally.
After correcting my oversight and proceeding to 40 meter transmitter
alignment on page 72 I still
get a "HI CURRENT" display.
I must have destroyed some component when initally attempting to
activate the transmitter before catching
my construction error.
Can someone help me identify the problem?
Also having difficulty getting a response in attempting to align C21 and
C23 as per page 73 of the manual 6th
step, at 14100kHz. Nothing happens.
