Give 'em a break... if it's not unusual to miss shipping you a 4 to 5 foot,
2 ton steel locomotive wheel think how easy it is to overlook one tiny lil
envelope!

hehe... just kidding. I presume you're talking about model railroad
locomotives but the first image in my mind reading your email was of this
great big ol locomotive sitting on the tracks with a bunch of engineers
standing around it, scratching their heads, looking at where the missing
wheel goes. ;)
