I couldn't say for certain, but I would wager that those capacitors are 3.3
pf.
If so, the real marking would be 3R3 - what you report seeing is very close
to that.  Another thing you can do is set them aside and complete the
inventory of capacitors - if the only ones "missing" are the 3.3 pf, then
you can be reasonably certain that you have the correct value.

Check the parts list to see if there is any descriptive info there - it is
cheaper than buying a capacitance meter just to decipher the capacitor
markings.

Different manufacturers use slightly different markings - if you plan to do
much building, you may want to become familiar with the several flavors of
capacitor markings - the ARRL handbook is a good place to start.
