Since it affects both CW and SSB, seems like the problem would be on the 
RF board.  You could verify that by pulling the SSB board and installing 
the jumpers needed to bypass it.  If  all modes still show the deep 
attenuation of the narrower filters, it must then be on the RF board.

I haven't looked at the ckt diagram lately, but I'm having trouble 
imagining a problem that would affect FL2-4 without attenuating FL1 
also.  That does seem to be the key clue.
