In the latter readings that should be in the 400 ohm range, you are 
basically looking at the resistznce of the relay coils.  Unless they've  
openned up (not likely), I think you may be reading the pins of U1 
incorrectly, Joe.

Check for continuity from RY COM line (connected to top sides of C36, 
C38 and C41 on underside of board)  to the the following  pins of U1: 1, 
2, 6, 7, 8, 9, 17, 18.  YOu should get about 200 ohms in each case.
