Do you have the same problem transmitting into a 50-ohm dummy load?  If
not, then you might have a high SWR on some bands causing the problem or
RF feedback into the K2 on some bands.

If you're able to trip the VOX without hollering into the mike with SSBA
set to "1", R14 is okay at 1K.
