DX stations were traditionally been found at the low ends of the CW bands
long before there were special subbands for Extra class licenses. In fact, 
the reason the lowest 25 kHz of 80/40/20/15 are reserved for Extras is because
the DX is often there. (This started November 22, 1968)

In fact, the original "incentive licensing" plan was for the lower 50 kHz of 
those
bands to be reserved for Extras. The restriction was to be made effective in 
two stages, 25 kHz each stage. But the FCC decided on the eve of the second
stage that 25 kHz was enough.
