The LED flicker was discussed back on
Jan. 31 and  Feb. 1.
Here is a lucid explanation:

When I choose battery voltage
with the display button, the ATTN LED flickers very faintly.

Looking at the schematic, the Attn. LED is controlled by the same MPU I/O

line that reads the battery. This line is normally programed as an output
to 
control the LED. When the read battery function is selected, the line is 
changed to an input just long enough for the a to d converter to read the

battery voltage. During this short time the battery voltage turns on the
LED 
through U5B causing a flash. At least that's the way it looks to me.
