The idea is to promote the use of low power. 

I don;t know of any major contest that allows multiple power multipliers, but 
that could change. Per-QSO power increases the logging and checking complexity
enormously.

Per band/mode power multiplier could be done easily, though.

Suggestions for changes to ARRL contest rules can be submitted to the CAC 
(Contest Advisory Committee). I've suggested changes - have you?
