Alaska, Hawaii, Puerto Rico, and the US Virgin Islands are all separate 
DXCC entities. When it comes to DXCC, the word "country" refers to radio 
country not political country. To avoid the confusion you would be better 
off using the term "DXCC entity" instead of country.
