[Elecraft] K1 Voltage Test Question...

With K1 #1256 assembly well underway, I have encountered my first minor
problem.  On Page 30, the first set of DC Voltage Checks.  Voltages at P1
pins 15 & 16 are as specified.  Voltages at U3 pins 5 & 6 are reading about
2.7 and 6.4v respectively.

Is there an item I should check?  All inspections and resistances were
within
range.  I thought it best to ask all the experts rather than just assume
that it
will be OK...
