[Elecraft] Rig tunes itself

You need to see "Builder Alert No. 16." You can find it using the Search
window on the Elecraft web site (http://www.elecraft.com). The firmware
fix is in version 2.02E or later. 

It's an issue that has to do with the way power to the optical encoder
was originally configured to save current. Unfortunately, if the encoder
is sitting in exactly the right spot on a 'transition' on the encoder
wheel, the firmware interprets small variations in the power as movement
of the tuning knob.
