[Elecraft] No power from my K1

Hello everybody,
    I finished to build my K1 and the receive alignement was fine.
Now I'm aligning the TX but I have no power at all, 0 watt...
The 2SC1969 is fine (I checked it...) and I measured with my scope that on
his base (DRV) I have 1.3Vpp with any power setting (from 0.1 to 7.0
watts...), what happen?
1.3Vpp is not enough for the PA (in this case I must check before this
block) or it is enough and is the PA circuit with some problem?
