 If it's wound as shown in the book, you should see at least 10 watts on 10
meters. 10 meters is typically the band with the lowest output.

Most of the posts on here about tweaking the toroids are to pick up a little
extra above the 10 or 11 watts some ops get, maximum, on 10 meters when the
K2 is built exactly according  to the manual.

Unless your T2 doesn't look much like the pictures or has the wrong number
of turns, I'd look elsewhere for the cause.
