Did you spin the trimmer caps around a bunch of times to "seat" the contacts
before adjusting them?

Many of those trimmers come from the factory not yet making good electrical
contact inside, which makes them work poorly or not at all. They aren't
defective. They just need to have their contacts "seated" by turning them
around several times before trying to adjust the filters.

Two common symptoms of not seating the caps are no power output (often on
20) and erratic power output levels.
