The complete errata is available for download at the web site.  It says, 
in part:

> Important Manual Correction: At the top of page 30, right side, above

So if you have not done this, do so.  But do make sure you have 8 V at 
the top of C35 (output of 8 V regulator, U5), since U3, Pin 6 is fed by 
this voltage -- and you previously said you measured zero there.
