[Elecraft] Version numbers of options

Hi

I think it is bad practice to supply an out of date PCB version in a
recently purchased option

I have just received a KNB2 kit with a version pcb of 1999 D.
 In the instructions it makes clear that there is a later version E and for
all I know an even later one too.

Going through the notes there are 4 version-conditional assembly notes. This
is a recepe for problems.

Frankly if I buy a product I expect to get the latest version
If it is explicitly stated that the version is out of date, then that is
different.
