There is such a project. See: http://hamlib.sourceforge.net/
It hasn't moved much lately, and nobody I know has ever written a client 
that uses it. If I see sufficient reason someday I might include a 
Hamlib JNI bridge module in JHamTune, but there's not enough 
functionality in Hamlib to justify doing that as yet.
