[Elecraft] KPA-100: D11-D14 Voltages

While troubleshooting a "low power, all bands" problem, I noticed that two of my measured voltages didn't match the D11-D14 voltage chart.  My D12's cathode is < 1V on RX-HI, and D14's anode is 12V on TX-LO.  

Although I noticed in the schematic that the anodes of D13 and D14 are connected together, yet the voltage chart shows very different voltages for TX-LO.

Do I have cause for concern here?

I seem to have fixed the low power problem, by the way, by adjusting R26 slightly.  The LCD was tracking the wattmeter accurately except at full power, when the LCD read about 20% too high.  But I cannot vouch for the accuracy of my wattmeter.
