Same statement in my 1996 book (p. 17.60) and 2001 (p. 17.58).
The context is a description of the modern tranceiver (they use an Omni
V, I think).
They go on to say that ham built stuff "tends" to be one band or QRP or
accessorties.
The "tends" is still correct. But with over 3000 Elecraft rigs out
there, I think the statement quoted below has be made obsolete! Someone
should suggest an editorial change to ARRL!
