The only things I can think of are -- Did you do the installation steps
on the bottom of pages 5 and 6 of the 160 manual? (i.e., things to do on
the RF board -- removal of jumper W1, change C68 from 4.7 pF to 10 pF,
change C153 from 39 pF to 68 pF, install a 470 pF at C75, install a 1200
pF at C13, and install a 1200 pF at C14.
You can easily check if relay K1 on the 160m board is working. All
relays are latching relays, which means they'll stay in the last state
they are in even when you turn the power off. While powered up, BAND+ or
BAND- until the VFO display shows you are on 160m. Then power down and
use an ohmmeter to verify zero ohms between pins 7 & 8 of K1 and zero
ohms between pins 3 & 4 of K1.
If you want to verify the other relay position, power up and switch to
any band other than 160m, then power down and ensure zero ohms from pins
3 & 8 of K1 to ground.
You might also check K3 on the RF board closely, which switches in C13 &
C14 when the 160m band is selected. Relay K13 on the RF board also comes
into play on 160m (C75).
