[Elecraft] odd k2 problem

The result you get is what you should see with some other button 
taps/presses, Larry?  I'm out of my depth on this digital stuff.  But it 
appears that RATE/LOCK is doing what another switch or switches should do.

Do any other buttons behave other than they should?

Looking at the circuit diagram, I would suspect U2 or something in that 
area (defective RP1?).  Have you checked the votages on U2?
