[Elecraft] KPA-100 Voltage Test Failure

I would appreciate any help in getting the 90 - 150 volt bias.  I have looked 
at the bifilar windings on T3 and the green and red windings are properly 
wired in.  Q8 is warm to the touch.  Q8 collector voltage is +11.9 and the 
base is +.67.  U4 (MAX1406) pin 8 shows 0 volts and TP1 (near Q2 and T2) 
shows 0 volts.  Power is fed via the barrel connector and the K2 displays the 
voltage of 13.2 and occasionally will flicker to 13.1.  The current changes 
constantly between .420 and .460.  I am on the KPA100 assembly book page 43 
and holding.  I either have a PTTL problem or a bad 16.289Mhz (X1) crystal as 
I see it.  Any comments and suggestions would be appreciated.  Thanks.  Roy
