[Elecraft] K1 flickering ATTN LED with new KBT-1

My recollection is that the ATTN always flickered faintly.  But it was 
hard to observe, for me.  When others reported the flickering, I thought 
my rig had a problem due to the lack of flickering. But, finally, I was 
able to see it.

I've noticed no change with any added options, and I've got them all on 
board.
